The UK tax authorities are gearing up to inspect high-value properties in anticipation of a new council tax surcharge known as the “mansion tax.” Set to be implemented in April 2028, this surcharge will target homes valued over £2 million. To accurately determine a property’s value, valuation officers may conduct inspections, focusing on internal features and measurements.
This planned surcharge will be an additional charge on top of existing council taxes, with rates structured according to property value. Homes valued between £2 million and £2.5 million will incur a £2,500 annual fee. For properties valued up to £3.5 million, the charge increases to £3,500, while those valued between £3.5 million and £5 million will see a £5,000 annual fee. The highest tier, for homes exceeding £5 million, will face a £7,500 surcharge. The government has indicated that these charges will rise annually in line with inflation.
Inspectors will evaluate various aspects of the properties, including their size, architectural details, number of bedrooms and bathrooms, and the number of storeys. Property owners are expected to cooperate with these evaluations, as obstructing valuation officers may result in a £200 fine. Additionally, failing to provide necessary information without a valid excuse could lead to penalties of up to £500.
To ensure a fair process, the government stated that inspections would be scheduled with the agreement of property owners and conducted in accordance with official guidelines. This approach seeks to balance the need for accurate valuations with respect for homeowners’ privacy and convenience.
